DCE content editor enhancement

Description - Allow block ordering/dragging

Why is this feature important to you - client request, UX experience, usability engineering

How would you like the feature to work - with DCE, you can duplicate blocks, however, you cannot move the blocks up or down or drag them to desired location unless you modify the html source code.

Current Behaviour - blocks cannot be moved or dragged.
