parseDate funtion returning blank

I am running a scenario that parses a date incoming from a csv. For some reason my result keeps returning blank. Is there something I am missing in my variable?

This was an issue with the Download document/Parse CSV module. After running just those two modules by indicating a specific file ID the csv module seemed to refresh the data and ultimately worked.
