Workflow with MULTIPLE PDF's. 2nd Stage to ENCOMPASS all at once.

I upload MULTIPLE PDF's at once in the 1st Stage. If there are no edits to the 1st Stage, How can I execute to ALL of the PDF's at once to go to the next stage. I need to be able to read the COMMENTS of about 5 people, if any, and then send the PDF's onto the next stage.
