Visible scrollbar in the views drop-down

In Views (and other similar report drop-downs) the scroll bar for options hidden at the bottom doesn't appear until after you place your cursor over it, click and drag. If someone doesn't know there are options below - they'd never know they were there.

The scroll bar appears once you start scrolling, but it needs to be there before interacting with it. (see screen grab)
