Users cannot edit notification settings

A few teams using a Work license are unable to edit their notification settings.  I've never seen this before.  Any idea what would have caused this?

This is a bug, Adobe are aware and are currently reviewing the problem. See Workfront known issues here.

I have a few users affected and they are not receiving their emails notifications.

This is also happening with a Planner license.
