Task shows as "not ready" but should happen before a predecessor! (Task X - 20 days, for example)

We have an interesting predicament. If Task 3 should always happen 20 days before Task 7, we have Task 7 linked as the connector/predecessor to Task 3 - (Task 7 - 20 days). HOWEVER, in the Work List/Home Page, Task 3 will show as "Not Ready" and base it on the fact that Task 7 is not yet done. But in reality, Task 7 will never be done before Task 3, so Task 3 should always be listed as "Ready"! Is there a setting I am missing to fix this kind of issue? Appreciate any guidance and insights here. Thank you!
