System Setting to Require Completed Tasks to Have Hours Logged

Provide a system option whereby an admin can force users to log hours before a task can be marked complete. If hours aren't logged, display an error message like "there are no hours logged for this task" or "you must log hours before this task can be marked complete". If time tracking/hours are not associated with all tasks, in my view the data has very little value (i.e. if 50% of tasks have logged hours and the rest do not...what reporting value does the 50% have...some I guess but it is very limited). We will likely wait for this functionality to exist before we institute time tracking as we don't have the bandwidth to chase team members down and remind them to log hours.
