Standard User without access to edit assignee

Please, please bring back the option to toggle off the ability to edit the assignee on a task for the Standard users access level!! This is an incredibly important feature for my team and an easy way that work will fall through the cracks, lose track of accountability, and cross functional alignment. There is also no current way that I am notified of changed user on a task. If I was notified, this would be a helpful way to monitor changes but alterations are happening unbeknownst to me and will quickly become a very large problem to audit. Please help!
