Sharing documents

We have always been able to share documents with outside vendors just by selecting the document, sharing, making it public and adding the vendor's email address. That doesn't seem to work anymore. Anybody know why?

When you share a doc to an outside email, you are creating a new external user. You cannot create a new user if you have a worker license. Is this the case?

If that external user already exists, anyone can add them.
