send an email from a custom form?

I'd like to create a hyperlink field that would open an email in Outlook for the end-user to send a message to another group. 

Use case: 

If they cancel their request they need to notify a group in-box they are cancelling and why. Depending on their home location there are one of three in-boxes they would send an email to.
