Is there a (calculated field, text mode?) way to transfer the data / selection of a field that is captured on a custom form at the project level, to a custom form on the Program of that project? Thanks in advance!

No you cannot.
Think of it this way: a program is a 1-to-many to projects.
Which project field would you want to trickle up to the program? Project A or B?
