Projects that accidentally didn't get staffed with people

We work strictly from pre-built templates, with job roles assigned to tasks. Once the request is converted to a project, the job roles get staffed. There are times when that step is accidentally missed so the project sits and isn't on anyone's active task list. How can I easily see if a project didn't get staffed and is just sitting there with job roles and not people? I've spent about 2 hours playing around with several reports and I just cannot figure it out. Thanks!

probably the easiest way to do it would be to run an assignment report looking for any assignment where the job role ID is not blank and assigned to ID is blank; and then group by project. (There is definitely a way involving exists statements and a project report as well, but that would involve learning about exists statements, so try the assignment report for now.)
