Portfolio Optimizer alignment score

Currently the Portfolio Optimizer requires each project to have a business case submitted for approval in order to populate the alignment score. However, there are no notification or work items for a Portfolio owner to approve a business case submitted for approval.

This is awkward and cumbersome requirement that should be removed until notifications are developed.
