Please remove white space at the bottom of custom form

This is a bit puzzling, when submitting a simple request to the queue I put in subject, description, add file and scroll....................... because there is some ridiculous amount of white space, just to find submti button at the end.

this happens regardless where the form is submitted: via requests page, emebedded form etc.
