Planner filter out projects outside timeline

Description - Planner currently shows you absolutely everything and the kitchen sink unless you filter it out, so even though I'm viewing this quarter, I see projects that have no scope within the quarter—some as old as two years. 

Why is this feature important to you - It's extra clicking to apply a time-based filter. Plus, if I want to scroll through time, I then have to adjust my time-based filter to follow me. The need to apply a time-based filter is unituitive.

How would you like the feature to work - Let's make Planner smarter so that it lists only projects that have scope within the timeframe you're viewing. This would align it to the intelligence applied to Workload Balancer.

Current Behaviour - I have to apply a time-based filter.
