People -> Team Should Show A List, Not The Alphabetical First Team

When I click People -> People, I get a list. When I click People -> Resource Planning, I get a list. I should get a list of Teams similar to Setup -> Teams when I click People -> Teams, instead of the alphabetically first team with a dropdown.
