Only Notify When Someone Else Completes Task

For the notification "Task Is Complete On A Project I Own", it would be great if it was only when someone else completed the task. The PMs really do like this notification but it because a little ridiculous when they are cleaning things up that they are getting a ton of notifications for things they themselves are doing.
