Notifications when tagged on a card not linked to a project

Currently, one who has been tagged on a card/board can only receive notifications if it is linked to a project.

We use cards that are not always linked to individual projects, therefore we are not getting notifications when someone comments unless we happen to be checking our card. Please make it so cards don't have to linked to a specific project so notifications can be sent.

If you @mention anyone in Workfront, no matter where within the platform an email should be sent.  Now, I'm worried that there were other areas where I might have @mentioned someone and they didn't get notified.
