Notifications - Projects Created from Templates

Hi there - hoping someone has some insight into this issue / question:

 - Notifications - we are receiving notifications via Fusion that a new project has been created.  However, we have a series of templates, and only need certain individuals notified when those templates are created (not all of them). 

 - Is this notification triggered through the 'Resource Manager' listed on the Template?  We previously had Template Owners and removed that, along with any 'People' that were inadvertently listed on the project.  However, we need to reduce the notifications coming out based on the Template in use.

Wondering if we remove the individuals from 'Resource Manager', what effect it would have on this (if it would help), or would it be 'detrimental' for those users, as they eventually are assigned as the Project Owner once the project is assigned out.
