Interdependency and Hierarchy of Objects (Users and Hours)

I would like to request that the Objects "Users" and "Hours" be capable of being references together on reports / custom forms. My company has be trying to build utilization and time tracking reports and not having these Users relate to their Hours is making this very difficult. Please make them apart of the same interdependency or hierarchy.
