In Progress Notification

Description -

Why is this feature important to you - I'd like to know when a resource is starting a task. 

How would you like the feature to work - If the resource changes the task status from NEW to IN PROGRESS, that triggers an email to me, the Project Owner. 

Current Behaviour - No such email notification is currently configured.
