How to remove the ability to enter new issues on reports embedded on projects

Hi All,

 

I recently noticed that on embedded reports in the left panel, users are able to enter new issues on these reports.  Is there a way to remove this capability?

I think this might be a project configuration. If you edit any project and go to the access section, you'll see "when someone is given access to this project" and the ability to toggle off "Add Issues".
