How to copy a layout a user has customized as a template

I'm in the midst of transitioning the team to New Exp and setting up layout templates has been a challenge. Users can customize their own layout with pins and sorting order, which is awesome. Is there a way to save or copy their customization so that I can assign it to another user?

eg. User 1 pins dashboards and reports to their nav bar and sorts their project left nav items. User 2 likes that layout and wants to use it as well. How do I save User 1's customizing as a template so that I can assign it to User 2. It would also be helpful to have in case User 1 needs to revert back to a previous layout version.

It seems like an easy task but I can't find a button or anything that will copy someone's layout. Is there a way to do that without creating a new template manually?
