How can I disable "Allow users to add issues inline" for all new projects?

In our templates we have disabled this feature and in current projects we have disabled this.

I feel like I should be able to also disable this under Setup -> Project Preferences -> Issues

Am I missing something?

We are finding that with new projects that have no template and then have a template attached later do not get this setting. We have to follow this process as part of our project filtering and want to have this setting for our "default" template new projects.

Has anyone solved this before?
