Hello! Is there a setting that allows a "requester" view all of the updates on all projects - even the ones that are not in their home group?

I'd suggest looking at the Access Level settings for your Requestor license type. There's a couple options under 'Additional Restrictions' that sound like the might do what you want. Suggest carefully looking at who those changes would apply to first, in case that's a setting you'd only want to apply to certain types of Requestors.
