Filter by Planned Completion Date Timestamp

Does anyone know if there is a way to filter a report based on the timestamp of the planned completion date versus a date? For example, we have users who are entering projects in Workfront but due to their timezone, the planned completion date for jobs they enter is defaulting to 1:00 AM. I want to pull a report of projects where the timestamp is 1:00 AM however, I don't think this is an option. It seems as though I can only filter by a date range. 

 

Any thoughts?

the calculated data expressions page shows a calculation for “hour”, so maybe starting with using this as a calculated field and then filtering on anything you don’t want to see…?
