Draft requests inside a project?

Hi - we have noticed that WF doesn't save a draft of a new request when we start it from within a Project, but it does have that option when using the main Request navigation. Is there a setting that I have missed that has stopped the ability to save a draft of a request when it's in a project? (Am I even explaining this correctly?)
