After reading this update about deleting requests in the new requesting experience: https://experienceleague.adobe.com/en/docs/workfront/using/manage-work/requests/create-requests/delete-request-draft, what happens to the data associated to that request? Can a request be deleted if it has been converted to a project? If so, I assume that the project is deleted too?
My concern is if someone deletes (one of their own) requests accidentally, it is not recoverable and data is lost - so is this something which can be prevented at access level or system wide?

Yes, at the access level you are able to toggle on/off the ability to delete an issue for anyone that is in that access level underneath the Issues object in the access level.

No, a request that has been converted to a project cannot be deleted. You need to first delete a project and then you will be able to delete a request, but not vice versa. But as ​@Kurt_Jones said, you can also always disable the requestor’s ability to delete their own request which might be a better option for your use case. 😀
