Deactivate users and delegate projects successfully

We've recently experienced some organizational changes that require a large amount of projects to be delegated. I know we can designate new proof owners, but is there an easy way to delegate all the work and notifications of one user to another? Like the old user gets absorbed by a new user? Possible?
