Custom Forms feel very add-on and not intuitive to new users

WF uses "custom forms" to augment any standard UX for input. This creates two undesirable issues:

1. Custom forms always need to be manually opened - each time in project details. Would like our custom fields appear automatically once we've decided that they should be a regular part of data capture.

2. Custom forms are buried at the bottom of the screens or in other tabs. Also, the standard data fields always appear at the top of a custom form and cannot be edited in description or placement. This reduces their level of importance and requires foreknowledge that they exist. Not effective for infrequent users of forms.
