Custom form sort order

Hi - We've been seeing our custom forms "randomly" resort themselves on objects. Like the order of the forms may be different today than it was a few days ago. This creates challenges with managing the top form that opens by default. It also creates challenges for users who are used to scrolling to a specific spot.

It's happening too much and too many different ways for it to be a user accidentally changing the order on a random project.

I'm sure the system doesn't think it's "random", but it sure feels that way.

Has anyone else experienced something similar or found places to start troubleshooting from?
