Creating a project specific stakeholder register

If people are assigned multiple roles, based on the project at hand you can designate and split their job roles in their profile, but when you go to report on that or try to create a view with the the job role assigned for that particular project it shows all roles. We'd like to use the People view as a Stakeholder Register. Any suggestions?
