[CLOSED] - NO TIME BOOKING ON 100% TASKS

This is similar to another request I opened and one opened by Bob Greg....I really hope they are somehow combining requests we send that are similar.

This is a huge PAIN POINT with our PMs. Ideally, what they would like to see happen is that once a task is complete, people can still log time up to the Actual Completion Date of the task, but not beyond. So basically, Johnny logs his time at the end of each week. If his assigned task was marked "complete/closed" on Monday of that week. Our PMs would still like for him to be able to log his time on Friday like he always does, on this completed task, but not allow him to log any time on dates that are beyond the Actual Completion Date.
