Change increment for logging time within a task to 0.25 hours (using up/down arrows)

When logging time in a task, the default is 1 hour (if you use the up/down arrows). We track time in quarter hours, and would love the ability to change that increment, so that if you use the up/down arrows, the time goes up/down by increments of 0.25 (instead of 1).
