Chang the default start time of a new Project to a specific time of the chosen start date

Description - When creating a new project, we would like the time of the start date to default to a specific time (in our case 9am)

Why is this feature important to you - We receive numerous support queries from users who are struggling with resource scheduling. We cover the setting of new projects to 9am in training for all new users, but it's something that is seems to be easily forgotten and then time is spent helping them.

How would you like the feature to work - To have a setting available at flexible levels (user / department / instance) where we can chose the default start time when creating new projects.

Current Behaviour - If the user is creating a new project at 3pm, the start time of the first date specified will also be 3pm. Then when trying to allocate resources across days for tasks it won't do it evenly as the first day may only have a couple of times and the following days will be full.
