Can you require planned hours be entered on tasks only if assigned to certain teams or roles?

We have not yet rolled out a requirement that all tasks have planned hours - still taking baby steps in terms of resource management. But we have two teams that want to guinea pig this. Is there any way to add a rule to projects or tasks that any task assigned to someone of a specific team or role must have planned hours entered?
