Can Program Manger under Program Stakeholder be the reviewer/requestor license type?

My users are requesting a better way to see who requested the project. I have myself (only admin) as the Program Manager for all portfolios and programs. If I changed it to the brand strategist in charge of that stakeholder, would it show up in a better place for the workers to see? Would it give the reviewer/requestor a better view of all projects?
