Can Group Administrators assign Standard licenses

Wondering if i'm seeing these correctly - our instance is using the new licensing model and Adobe Console.

While Workfront has the Group Admin function which is great for limiting permissioning - it appears they're unable to change a user's license to Standard - they can assign the old licensing roles - Planner, Worker, etc. - but Standard is not available in their view

 

Is this correct? And does anyone know what the rationale would be for limiting this?

@civison check the access level of the group admin - when I enable "UserAdmin" in the access level, they can edit the access level of a user (and therefore the license)
