Allow users full control of personal tasks

A user can currently only change the title and description for personal tasks (Home | New Task | To Do OR My Work | New Task).

There is no reason why an admin could not allow these tasks to be managed like others with full Task Details like priority, planned dates and task constraints.

    My users often ask for the ability to change the Start Date for personal tasks. The default of today's date doesn't provide the flexibility for adding sub tasks that were completed earlier, or to be proactive in creating future tasks
