Allow Group Admins to Create System Announcements for their Group

Group Admins should be given the option to compose and send new Announcements to the members of their group. We recently demoted a few System Administrators to Group Administrators and this is one of the things they miss the most as it was a really easy way for them to send high-level announcements and notifications to their group members. Please vote this up so this feature can be added to the roadmap for Group Admins. Thanks!
