Allow Group Admins to browse Blueprints

At the system admin level, I don't always know what a group needs for templates. In fact, I don't always have influence on those types of things. It would benefit those groups to have access to Blueprints for their own enablement.

    Concur with the above.  I have seen a few blueprints whose write-ups appear to be solid best practices however I don't understand why I can't just download them as a template and see for myself.  As a group admin in a large instance part of my charter is to find efficiencies to be less reliant on my full admin counterparts. This seems to be a pretty straight forward permission with potential untapped, nascent value.
