Allow duplicate users across multiple Workfront Proof instances

Currently in Workfront you can have the same user email address in multiple Workfront instances but not in multiple Workfront Proof instances. You can add a "duplicate" user as a guest (Member) in a different instance but they can't have elevated permissions or access to the Dashboard.
