Address Issue- when % Complete is set to 0, Task is Marked as In Progress

My teams work off of dashboards quite a bit, where they will have tasks planned in advance. We noticed that when our project owners add new tasks in-line, if they fill in the % Complete field (setting it at 0), it marks the task as "In Progress" automatically, when they shouldn't even be ready to start for weeks or months.

While this is something we can overcome with awareness/training, its counter-intuitive that a task will be automatically set to In Progress when that progress is 0%.
