Add "Add Filter" button to Workload Balancer New/Edit Filter Setting

When creating/editing a filter in the Workload Balancer. If the user deletes all the filter settings, they are unable to add new filter rules in the Save Filter Screen. The no option to add new filter rules.

It would be great if there's an "Add Filter" button to allow users easily add and update filters in the Filters setting panel.
