Ability use Risk fields in a custom report

It is current not possible to use risks outside of the Business Case builder and the Risk tab. This inhibits the ability to create custom reports and dashboards that utilize this data to drive focus or decision making. The fields in Risks should be accessible and flexible in the same way Issues are used.
