Ability to Create a Document Approval Template without a Specific Approver

Allow for creation of a Document Approval Template that does not include a specific approver. 

We have generic templates in Workfront Proof today that sets the Proof Creator as the default reviewer. The approver(s) is added when the proof is created.  We would use this template to pre-set multiple decisions/stages and due dates.
