Ability to change Queue topics & topic groups within a submitted Request

When someone submits a request under the wrong topic, instead of being able to make an edit to their the request, they need to submit a brand new request. This is time consuming and annoying.

It would be most helpful if one was able to change the queue topic or topic group, aka the Request Path, from the Edit Request tab. It would also be great to be able to select a Queue Topic, when creating a project without the request queue.
