Ability to Add Text Blocks to Dashboards

Description - There have been many times I'd love to share instructional text, or something to summarize a portion of a dashboard. 

Why is this feature important to you - It could help explain portions of the dashboard.

How would you like the feature to work - Similarly to building a website, have the abillity to add a singular text box with bold, italic, underlines. Would also like the ability to add a link or graphic with the text.

Current Behaviour - There's not a way to do that without creating a graphic, or some external link rigged way to get it to populate.
