Ability for reviewers as well to TAG teams they do not belong to

Description - I as a user may not be part of other teams but, still be able to tag them. 

Why is this feature important to you - User with reviewer license is in the tool to be able to review and collaborate with other users and so, it would be helpful if they can also be able to tag teams they are not part of as well.

How would you like the feature to work - even though I am a reviewer, display the teams available in the tool, so that we can tag and comment in the updates section of various different objects.

Current Behaviour - Only teams I am part of get displayed
