Location-Based Lead Assignments

I'd like to set up our lead assignment process to distribute leads to our sales reps based location (so all leads from NY, MA, RI, CT would go to rep A, all leads from UT, NV, CA would go to rep B). What's the best way to do this? Create a smart list for each rep and list the states/countries in their area? Any advice would be greatly appreciated. Thanks!

Yep, just use a series of choices within your flow step.  We do this today when assigning MQLs - which is when people are synced to CRM - to our country marketers:
